Energy certifications of buildings

Experts with valid certificates of qualification and additional training are entitled to prepare energy performance certificates for buildings and standard apartments.

Dalyvaujant Aplinkos projektų valdymo agentūros (APVA) finansuojamose renovacijos programose, pastatui būtinas galiojantis pastato energinio naudingumo sertifikatas.
Tipiškai reikalaujama, kad po renovacijos pastatas pasiektų bent B energinio naudingumo klasę ir būtų sumažintas energijos suvartojimas ne mažiau kaip 40 %.

Svarbu: SSVA pati pastatų energinio naudingumo sertifikatų neišduoda - SSVA administruoja ekspertų atestavimą ir sertifikatų registrą.

1. Kur gauti sertifikatą

Pastato energinio naudingumo sertifikatą gali parengti tik atestuoti pastatų energinio naudingumo sertifikavimo ekspertai, kurių sąrašą rasite SSVA svetainėje. 
Eksperto sąraše patariama ieškoti pagal savo gyvenamąją vietovę arba artimiausią didesnį miestą, kad pasirinktas specialistas galėtų patogiai atvykti į jūsų pastato apžiūrą.
Eksperto parengtas sertifikatas turi būti registruojamas Pastatų energinio naudingumo sertifikatų registre, kurį galite rasti čia.

From 1 May 2023, when applying for the registration of an energy performance certificate for buildings, the expert must submit additional documents to the Agency: a copy of the building's data sheet, a copy of the cadastral file or the building's design, a copy of the airtightness test report, and the calculations of the thermal resistances of the building envelope.

Photocopies of all facades, heating, cooling and ventilation equipment are also requested.

Expert of energy performance certification of buildings.

A valid energy performance certificate for a building is one that is registered in the SSVA database and published in the SSVA register.
Only such a certificate can be printed, signed and submitted to the client of the certification work.

There are no legal restrictions. A building can have two or more certificates.

Energy performance certificates for buildings are submitted for registration using the tools integrated in NRG-sert program.

The expert is responsible for the objective and quality performance of the certification process of the building (or part of it).

The registration of Energy Performance Certificates for buildings takes two working days from the date of their submission for registration.

If the submitted Energy Performance Certificate does not appear in the Register of Energy Performance Certificates within 5 working days and you do not receive notification of the reasons why this is the case, please contact SSVA as soon as possible.

Yes, but in this case the dates of issue and expiry must also be adjusted.

Certificates of energy performance of a building may be revoked at the request of the client or the expert.

According to p. 67 of the Building Regulation "Design and Certification of Energy Performance of Buildings", an expert shall not certify an object if he/she has designed, consulted or constructed the object himself/herself, or if he/she is the owner of the building, the client of the building, or is otherwise closely related to the object being certified.

Pastatų energinio naudingumo sertifikatų (PEN) registravimas yra apmokestinamas ne pagal pastatų skaičių, o pagal kiekvieną duomenų rinkmenos pateikimą registracijai. Tai reiškia, kad jei tam pačiam pastatui buvo teikta kelios versijos (pvz., po atmetimo – pakartotinai), kiekvienas toks pateikimas yra laikomas atskiru registravimo veiksmu ir apmokestinamas atskirai. Tokią apmokestinimo tvarką nustato šie teisės aktai:

• STR 1.02.09:2005, 47² punktas:

  „Kiekvienas prašymas dėl sertifikato registravimo apmokestinamas, kaip numatyta Statybos įstatymo 51 straipsnio 5 dalyje.“

• Statybos įstatymo 51 str. 5 d.:

  „...už pastato energinio naudingumo sertifikato patikrinimo procedūras kiekvieną kartą, kai šis sertifikatas teikiamas registruoti...“

Todėl sąskaitos suma atspindi visų pateiktų duomenų rinkmenų tikrinimo ir registravimo veiksmus, nepriklausomai nuo to, kiek pastatų buvo vertinama. 
Ekspertai visus savo konkrečius pateikimus, jų statusus (atmestas/priimtas) gali peržiūrėti NRG-sert programos lange, pasirinkę meniu punktą „Pateikti projektai“. Šie duomenys ekspertams taip pat pateikiami sąskaitos išraše, kuris išsiunčiamas po sąskaitos išrašymo.
